SAFETY & HEALTH ASSESSMENT

Safety & Health (SH) Assessment

A comprehensive analysis of a company's safety and health management system, practices, investment and performance to evaluate its level of safety and health management.

01

What is SH assessment?

SH (Safety & Health) assessment evaluates the level of a company's safety and health management by comprehensively analysing its management system, management level, safety investment and safety and health performance.

As the safety and health management of companies and the safety capability of suppliers become more important, prime contractors and clients may require safety and health assessment results when selecting, registering or tendering suppliers.

02

Assessment areas

  • Safety & health management systemEvaluates the foundation — policy, objectives and organization for safety and health.
  • Safety & health managementChecks practical management such as legal compliance, risk assessment, training and working-environment control.
  • Safety investmentEvaluates the people, budget, facilities and equipment invested in safety and health.
  • Safety & health performanceReviews occupational accidents, safety activities and improvement results.
03

How SH assessment is used

SH assessment helps a company understand its safety and health level objectively and set directions for improvement; it is also used by prime contractors and clients to check suppliers' safety capability when selecting and managing them.

04

Expected benefits

  • Understanding your level of safety and health management
  • Identifying weaknesses and improvement tasks
  • Building a systematic safety and health management system
  • Responding to supplier evaluations by prime contractors and clients
  • Meeting safety and health requirements for registration and tenders
  • Continual improvement of safety and health management
05

Tips for preparing an SH assessment

Points worth checking before your assessment

Assessment cycle and evidence

  • An assessment grade report is valid for one year. Renew it regularly — every six months at the shortest, at least once a year.
  • Keep your evidence up to date. Records more than a year old lose points or are not accepted.

Inspections and risk assessment

  • Construction companies must carry out on-site safety inspections; other companies keep evidence of inspection activities at head office.
  • Carry out risk assessments regularly — office-based companies should do so too.
  • If there is an on-site audit, prepare detailed photos of site inspections and records of personal protective equipment issued.

Emergency contacts and your own forms

  • Your emergency contact system should cover not only employees but also external contacts such as the Ministry of Employment and Labor, the local fire station and medical institutions.
  • Subcontractors should build their own forms that fit how they actually work, rather than reusing the forms supplied by the main contractor.

Dedicated safety and health organization

We recommend setting up a dedicated safety and health organization. Do not submit a site safety organization chart or staff it with people who belong to other departments. A dedicated organization meets all five of the following.

  1. 1Based at head office, not on site
  2. 2Oversees safety and health for all sites and head office
  3. 3Works on safety and health only
  4. 4Staffed by independent people, not members of other departments
  5. 5A team of two or more

If you cannot set up a dedicated organization, you can still earn partial points if someone in another department also holds safety and health duties.

Legal duties, budget, training and plans

  • Comply with the duty to appoint a safety manager.
  • Make your safety and health budget as specific as possible, whatever its size, and have it approved by the chief executive.
  • Run a regular safety and health training programme and keep evidence such as quarterly training logs and completion certificates.
  • Write the safety and health management plan for head office and current projects, then add parts for similar subcontracted work and sites.
Get certified to ISO 45001

The final checkpoint in preparing for an SH assessment is ISO 45001 occupational health and safety management system certification. KOCI is a KAB-accredited ISO 45001 certification body.
